Several Racine County Employees Under Fire For Forgery, Tampering With Public Records, And Misconduct In Public Office.

The Racine County Sheriff Department, DA office, Judicial Branch, Clerk of Circuit Courts, and several Racine County Attorneys are all under fire while being Investigated for forgery, tampering with public records, and Felony Misconduct in Public Office. In the 11 page complaint Investigators list the Racine County Prosecutor Patricia Hanson, and her accomplices Racine County Judge Mark Nielsen, Judge Allen B. Torhorst, the late Judge John Jude, Judge Faye Flancher, Judge Charles Constantine, Racine County Clerk of Circuit Courts Samuel Christensen, Felony Case Manager Amy Vanderhoef, Felony Case Deputy Clerk Tracy Wirkus Kutch, former Felony Case Deputy Clerk Victoria Worden, Attorney David Saldana, along with Walworth County Deputy Prosecutor Haley Jo. Johnson as suspects of running a search warrant, and forging of public records scheme inside the Racine County Clerk of Courts Office in Racine Wisconsin. According to the complaint dating back to April 2015 the Racine County Sheriff’s SWAT members Brian Vanscyoc, Donald E. Vandervest, Johnathan Massie, Keith Dobesh, Thomas Knaus , and other Racine County Sheriff Department SWAT members were illegally executing search warrants without probable cause, afterwards creating an unsworn forged affidavit to secure the search warrant, then having one of the aforementioned judges sign on the face of the backdated warrant after the warrant has already been executed. Once the property owner, property resident, or an Attorney request a certified copy thereof, and or inspection of the public records from the Racine County Clerk of Courts Office service window, information about the warrant such as address, and date of execution would be gathered from the requesting party, then either Racine County Clerk of Circuit Court Samuel Christensen, or one of his staff members Felony Case Manager Amy Vanderhoef, Deputy Clerk Tracy Wirkus Kutch, or former Deputy Clerk Victoria Worden would create and make copies of the search warrant from a search warrant template DVD disc provided by Racine County Prosecutor Patricia J. Hanson, then certify the forged document by using the deceased former Racine County Clerk of Circuit Court Rose Ann Lee’s custom date stamp before selling the forged records to the requester at the rate of $1.50 per page. In addition the Racine County Sheriff Dept. SWAT members would fabricate the warrant return, supplementary reports, and any other discovery materials needed to corroborate with the affidavit to secure the warrant, and Criminal Complaint. The Racine County SWAT members are also suspected of planting drugs on suspects, and tampering with Racine County Sheriff Department inventoried evidence, and evidence records. All above mentioned are still currently employees in Racine County with the exceptions of former Racine County Deputy Clerk Victoria Worden who resigned within weeks after the August 19, 2016 surveillance video surfaced of her being caught inside the Felony Courts office forging search warrant documents.
